I imagine that you're reading this, because you have the same trouble that i had with my Peugeot 407 heating (dual mode).
Please note, to save you some time, the following description applies only to the passenger side of a UK 407.
I am due to mend the other side soon and will update as soon as i've finished.

1) I slid the seat back as far as I could and then removed the glovebox (3 or 4 screws from memory).
This served to give a clearer view in what is quite a confined space.
With the ignition on, i disconnected the terminals on the top motor to keep the top flap open and then turned off ignition.
This apparently prevents the top flap from closing.
I then removed the bottom motor (pictured)

2) I got a hacksaw blade and (with the help of 2 pairs of mole grips) broke off the back edge at an angle from the blade backwards.
This makes a nice pointy saw that will start cutting easier.
I also made it so that it would cut as it pulled towards me.
I drilled small holes at corners and proceeded to cut out a quarter segment of a circle (see next picture)

3) The segment didn't come out in one piece, but there was no need to worry.
I just made sure that I saved all of the bits and stuck them together at the end!
4) When i'd cut a big enough hole, I then wrestled the broken heater flap out of the hole. This required a little patience!
I needed to make the hole a bit larger, so I just made sure that I saved all the bits!
The next picture shows the heater flap with the broken shaft. The broken bit is the motor end.

4) When i'd cut a big enough hole, I then wrestled the broken heater flap out of the hole. This required a little patience!

The next picture shows the heater flap with the broken shaft. The broken bit is the motor end.
5) There are a lot of methods on the internet, for repairing this. I chose to use 5 minute araldite and to 'whip it' (wrap it) with twine.
Once the glue set, this was an incredibly strong repair. It is torsionally strong, but has a bit of give too. Good repair technique, I reckon.

6) I let it all set for a couple of hours and then put it all back in reverse order:
6A) I carefully slid flap back in.
6B) Got motor and turned ignition on to visualise its movement and made sure everything would rotate in the direction it was meant to go in.
6C) When I was happy that everything would turn in the direction it should do, and that the flap was back in the right place to take the motor cog,
i then found all of the case bits and had a happy 20 minutes gluing them all back together. This was a bit messy!

6E) Prayed when i turned ignition back on. It worked and still does. Result!

6C) When I was happy that everything would turn in the direction it should do, and that the flap was back in the right place to take the motor cog,
i then found all of the case bits and had a happy 20 minutes gluing them all back together. This was a bit messy!

6E) Prayed when i turned ignition back on. It worked and still does. Result!
